I have both been a part of the legislative process behind C&I programs and have read the entire 800+ page CARES act and I must say, both require a great deal of patience and attention to detail. The amount of pork, as they say, in the CARES act is prodigious. And while I find it unfortunate that the representatives were unable to successfully insert the renewables package into the CARES act, the truth is that the Covid-19 pandemic should play no role in the passage of any renewables C&I program. C&I has played an absolutely central role in not only the development of companies and industries but of entire technologies, of innovation itself. Aligning the public and private interests is the only way to move these really large and potentially game changing industries forward.
